The design for the Luisenblock Bundestag Extension offers architectural insight into the heart of democracy, making political activity visible and accessible while reflecting its civic character. Situated between the historic Kesselhaus and Workshop Building, the new complex forms the concluding gesture of Berlin’s Federal Ribbon. Its geometry mediates between the linear order of the government ensemble and the irregular city grid, while a subtle deviation in form marks a deliberate architectural break. Material and tone echo the concrete of the neighbouring MELH building, yet in a newly interpreted, more transparent expression.
A double-height entrance lobby defines the public threshold, combining security and transparency with clear sightlines into the interior. The southern building accommodates committee halls and the police station, while the northern volume houses offices for Bundestag staff organised around planted courtyards. Bridges connect the various parts, supporting orientation and exchange. Prefabricated concrete components and vibration-resistant structures address the proximity to rail lines, ensuring precision and efficiency during construction. The circular double façade enables natural ventilation. This low-tech strategy minimises energy demand and underscores the project’s ambition: an architecture that unites transparency, functionality and environmental intelligence at the core of democratic life.
