Situated in a dense and evolving urban quarter, this civic building establishes a strong dialogue with its surroundings. A publicly oriented podium anchors it within the city, recalling the site’s historic harbour function as a place of arrival, movement and exchange. Wide steps, terraces and adaptable spaces open the ground plane to the street, drawing civic, cultural, and social programmes into the everyday life of the neighbourhood. By blurring the edge between city and institution, the building becomes a catalyst for participatory urbanism, shaping a new kind of public interface that invites engagement and exchange.
Rising above, the tower integrates a sequence of gardens and interconnected atriums that punctuate the vertical structure. These light-filled spaces act as communal platforms, encouraging communication and informal interaction while supporting natural ventilation and visual connectivity. The combination of open green terraces and collaborative interiors creates a workplace that is productive, healthy and socially responsive. More than an office building, it represents a civic framework for collective life, extending the ground-level public realm upward and embedding inclusivity and dialogue at every level.
